Start with a real condition assessment
Board decisions need building-by-building documentation, not a guess: age, condition, storm history and remaining life for every roof in the association. That assessment becomes the basis for phasing, budgeting and any storm-related decisions.
Phasing: the board's best tool
Few associations replace everything at once. Common approaches:
- Worst-first: replace buildings by documented condition.
- Geographic phases: one section per season — efficient mobilization, predictable disruption.
- Reserve-matched: phases sized to what reserves support each year without special assessments.
Budget realism
Ask contractors for phase pricing with clearly stated assumptions (decking allowance per sheet, disposal, code items like ice-and-water). Multi-year pricing should state how material cost changes are handled between phases.
Choosing the contractor
- Minnesota license you can verify, and a local office that will exist in year five of a five-year plan
- Association experience: occupied-site logistics, parking, notices, consistent crews
- One accountable point of contact for the board and manager
- Identical materials and installation standards across every phase
Storm events change the math
